此軟體環境之發展係藉由探討（1）專案成功或失敗的關鍵因素，（2）專案管理知識的特性，（3）專案管理學習之方式、模式，（4）專家系統及相關研究在專案管理知識處理之經驗，首先發展出一個將專案管理知識結構化的方式。然後將此知識結構化方式嵌入知識管理的流程迴圈，以發展出專案管理知識之知識管理之完整模式，再以此模式為基礎，開發合適之軟體工具。
在專案管理的知識管理流程架構中，主要包括知識產生、知識蒐集、知識整理與整合，以及知識的分享與轉移四階段形成之迴圈所構成。在此一架構中，知識為核心要素，而如何將知識產生與蒐集是最為重要與困難的工作。本研究發展了一個軟體工具，能讓使用者透過系統性思考而產生、蒐集專案管理的知識。對於專案管理知識的整理與傳播利用，則透過網站的服務來達成。

To develop such a software environment, we create a structural framework to hold project management knowledge first. Then, we set the structural framework in the knowledge management process cycle to form a project management knowledge utilization model. Finally, the knowledge utilization model is used as the basis to develop software environment proposed.
The knowledge management process cycle includes knowledge creating, knowledge collecting, knowledge arrangement and integration, and knowledge sharing and transmission. In this cycle, knowledge is the kernel element. The creation and collection of the useful knowledge is the most difficult and important work. We have developed a software tool which enable the user to create and collect project management knowledge in a structured way.
