The objective of this paper is to present hierarchical school-based and class-based online learning communities which the users may manage and develop. General online learning communities are built according to subjects, and the moderators, who are experts, facilitate the learning. EduTowns and EduVillages are relatively designed according to schools and classes respectively. In addition to facilitating the learning, the managers may lead and manage their communities. Besides, the administrator doesn’t relatively have much more loading about community management when the communities increase. The users may occupy the managers, so their communities may become autonomous. For these purposes, the community management tools are designed and implemented, which the managers use to manage their communities. From the result of preliminary study, the community management tools are helpful to build online learning communities indeed and the managers’ attendance influence their communities positively. Hence in order to develop the online learning communities, the managers should be assisted.
