本研究擬以系統方法建立汽車業環境管理指標,藉以系統思維為基礎,系統方法為方式,初步發展汽車業環境管理指標系統,檢視現有的環境管理指標,並修正環境管理指標,以輔助企業進行環境管理決策參考及維持本身環境管理績效之技術工具,提昇企業管理階層與利害相關者對於瞭解相關環境績效內容之效率及效益,當作評鑑環保績效好壞之依據。
本研究結果與環境績效指標的最主要之差異在於系統內部層解析。透過內部層的輸入、組成與輸出的釐清,可幫助在系統整體結果與績效有問題時,由輸出變數對應找出問題的原因。此即為目前環境績效指標系統所無法達成的功能。而根據系統方法所建立之環境管理指標系統,可有效展現企業組織環境績效,並找出環境管理問題之所在,進而擬定企業環境管理策略及方案,有效解決企業環境管理問題。
The issue about global environmental protection is paid attention day by day. When the industry confront management challenge in the 21st century, the environmental management become a new consideration of strategic operation. ISO 14000 was established in line with the appeal of United National Environmental Development Conference, and it is to respond self-conscious movement of the industry, to integrate the worldwide related environmental management technology and measurements. ISO 14000 is environmental management standards for applying the various specification and industry, in response to two main targets, continual improvement and permanent development, which is advocated by United Nation.
At present, the industries can not neglect the environmental protection issue in business operation, neither to deviate from environmental permanent development. Since the environment factor shall not be neglected in business operation, it is important to establish an evaluation system for environmental management of the industry. The environmental achievement evaluation index is the most important one. All the interests can realize the environmental risk through the index for reference in evaluating the investment. On the other side, the industry administrator can also take the index as the control and strategic tool in environmental management. By appraising its own condition and resources, the industry can innovate their environmental protection technology lead by suitable environmental protection standard. Therefore, the innovated technology can lead to more effective use of resources, cost down, increasing of product value, in order to be in dominant position in the much more severe environmental protection trend.
This research is to establish environmental management index for the automobile industry. On the basis of systematic thought and method, it is to preliminary develop the environmental management index system for the automobile industry, and to review and modify all the existing environmental management index. It is to assist the industry in decision making of environmental management strategy, and to maintain their own environmental management achievement, as well as to enhance the management and interest to realize the related effectiveness which is referred to evaluate the environmental achievement.
The main difference between research outcome and environmental achievement index exist in the internal analysis inside the system. Through clarifying the input, composition and output. Upon some problem to be caused between the system integral outcome and achievement, it helps to find out problem from the output factor, and this is the function that the existing management achievement index system can not do. Based on the environmental management index system established by systematic method, it can display environmental achievement of the industry, find out problem of environmental management, and then to establish strategy and plan of environmental management, as well as to solve the problems effectively.
IST 14031 environmental achievement evaluation guideline is neither test and verify system, nor the absolute environmental achievement standard. It is to operate feedback control theory of system control for ascertaining the effect of system operation to be continued and enhanced. The environmental management index evaluation system is established on basis of system control theory, which continue to be improved for providing a systematic procedures to perform the measurement and evaluation of environmental achievement.
