本文的研究重點在於分析為何臺灣1985年至1994年教育別薪資差異呈現下降，爾後自1995年起微幅上升之現象，並解釋與歐美各國薪資不均度起落時點之不同，並檢視臺灣人力運用之偏向的轉變。
研究結果指出1980年代中期薪資差異之所以會呈現持續下降的現象，其最大的影響因子在於政府採行高等教育政策，使得高技術勞工的供給迅速上升。其次，就貿易面來看，當時臺灣的經濟發展仍停留再開發中國家，因此對外出口皆以低技術產品為主，當時全球主要以開發國家之玩具、鞋子、成衣等等，皆充斥著「Made in Taiwan」，因此使國內低技術勞工之相對薪資上升，改善國人平均財富，創造當時的臺灣經濟奇蹟。然當時的OECD及歐美等國已面臨了低技術勞力價格競爭力不足之窘境，因此其薪資不均度將隨著其進口開發中國家物美價廉之低技術財，因而擴大。
然而，在中國大陸亦進入全球市場的今天，面臨其低廉之勞動成本，我國廠商及資金紛紛外移的同時，薪資差異將隨著臺灣經濟發展程度的升高而日益惡化，再加上我國人力運用有逐漸偏向高技術勞工之現象。因此，在2002年台灣加入了世界貿易組織（WTO）之後，貿易自由化將導致全球市場關稅壁壘勢必解除，以致低技術勞工相對薪資產生下降的壓力，不利我國低技術勞工。最後，並由實證結果發現，引進外籍勞工對我國薪資差異有改善的效果，可見其對本國低技術勞工之互補性大於替代性，但政府仍須擬定妥善之政策以避免本勞失去競爭力。
