本文的研究重點在於分析為何臺灣1985年至1994年教育別薪資差異呈現下降,爾後自1995年起微幅上升之現象,並解釋與歐美各國薪資不均度起落時點之不同,並檢視臺灣人力運用之偏向的轉變。
研究結果指出1980年代中期薪資差異之所以會呈現持續下降的現象,其最大的影響因子在於政府採行高等教育政策,使得高技術勞工的供給迅速上升。其次,就貿易面來看,當時臺灣的經濟發展仍停留再開發中國家,因此對外出口皆以低技術產品為主,當時全球主要以開發國家之玩具、鞋子、成衣等等,皆充斥著「Made in Taiwan」,因此使國內低技術勞工之相對薪資上升,改善國人平均財富,創造當時的臺灣經濟奇蹟。然當時的OECD及歐美等國已面臨了低技術勞力價格競爭力不足之窘境,因此其薪資不均度將隨著其進口開發中國家物美價廉之低技術財,因而擴大。
然而,在中國大陸亦進入全球市場的今天,面臨其低廉之勞動成本,我國廠商及資金紛紛外移的同時,薪資差異將隨著臺灣經濟發展程度的升高而日益惡化,再加上我國人力運用有逐漸偏向高技術勞工之現象。因此,在2002年台灣加入了世界貿易組織(WTO)之後,貿易自由化將導致全球市場關稅壁壘勢必解除,以致低技術勞工相對薪資產生下降的壓力,不利我國低技術勞工。最後,並由實證結果發現,引進外籍勞工對我國薪資差異有改善的效果,可見其對本國低技術勞工之互補性大於替代性,但政府仍須擬定妥善之政策以避免本勞失去競爭力。
