近年來以大眾運輸系統為攻擊目標的恐怖事件比例越來越高,從1972年的盧德國際機場掃射案,到2014年6月的開羅地鐵爆炸案,攻擊案件越來越激進,所造成的傷亡也越來越嚴重。台灣至今並無重大恐怖攻擊大眾運輸系統的案例,本研究以文本分析的作法,分析歷史上大眾運輸系統恐怖攻擊重大事件之ㄧ的倫敦地鐵爆炸案,藉由分析本案例學習大眾運輸系統的可能弱點,與解決之道等經驗。選擇倫敦地鐵爆炸案作為分析的主體是因文本分析需要眾多可靠的文獻,而歷史上倫敦地鐵爆炸案相關報導與研究量多且報告品質較佳,本研究最後將此案例與台灣捷運系統類似的地方予以延伸及推廣,希望能對台灣大眾運輸系統的弱點分析研究有所貢獻。
As there is an increasing number of terrorism attacks on mass rapid transit systems, it can be expected that travelers may suffer heavier casualties due to the attacks, such as the Lod Airport massacre in 1972 and the blasts on Cairo subway stations in June, 2014. Although currently Taiwan is not the terrorists’ main target, researching similar events can help better understand the vulnerabilities of Taiwan’s MRT stations. This research applied the textual analysis technique to the literature pertaining to the reports of the 7 July 2005 London Bombings. Use of the London event is due to the fact that it was reported comprehensively in the literature, which is the key to successfully implementation of the textual analysis. The aims of the research include vulnerability analysis and countermeasures used during the London event, and 19 papers were selected for this analysis. Conclusions draw from the textual analysis were further generalized to show the similarities between London’s subway stations and Taipei MRT stations, and future researchers may reuse the findings of the research to identify vulnerabilities and appropriate response actions if such events occur in Taipei MRT stations.
