  • 桃園市自民國104年升格為直轄市至今歷經5年的歷程,針對市區道路大量進行改善且效果顯著,道路改善狀況明顯提升,但也因大量的道路刨鋪導致施工廠商願意降低成本造成底價搶標的情形,致使道路品質無法提升,因此近年來桃園市政府為提升道路養護品質,除了增加一些檢試驗的原則、調整施工規範等等,其中最重要的就是改變了市區道路養護發包之策略,如何利用發包的方式挑選良好的廠商並利用相關配套措施提升道路品質,是本研究的重要課題。
    自民國106年起漸漸由最低標的發包原則轉換成評分及格最低標(異質採購最低標),更在108年針對桃園市道路路平專案改善預約式工程導入最有利標之發包原則,然而截至目前為止雖有評分/選的制度得以淘汰較不優良之廠商,但道路品質提升效果仍然不彰,因此利用成效式契約大量減少行政作業流程,並提供廠商更寬廣之發展空間,且道路養護工程相較於其他工程類別(建築、景觀…等)當中較為單純,且須整合之介面相對較少,以提升道路服務品質。


    It has been 5 years since Taoyuan City was upgraded to a municipality in 2015, a large number of improvements have been made to urban roads and the effect is significant.
    Due to a large number of pavement scratching, construction companies are willing to reduce costs, resulting in a situation where the reserve price is grabbing bids, and the road quality cannot be improved.
    Therefore, in order to improve the quality of road maintenance in recent years, Taoyuan City Government has not only added some inspection and test principles and adjusted construction specifications, the most important of which is to change the urban road maintenance contract strategy.
    How to use the way of contracting to select good manufacturers and use relevant supporting measures to improve road quality is an important topic of this research.
    Since 2017, it has gradually changed from the lowest bidding principle to the lowest passing mark (the lowest bid for heterogeneous procurement), and in 2019, the principle of contracting the most favorable contract was introduced for the improvement of the reservation-based project, the Taoyuan City Road Smoothing Project.
    However, although there has been a scoring/selection system to eliminate less excellent manufacturers, the effect of improving road quality is still insignificant.
    Therefore, the effectiveness contract is used to reduce administrative procedures and provide manufacturers with broader development space, and road maintenance.
    Compared with other engineering types (architecture, landscape... etc.), road maintenance project is simpler and has relatively few interfaces to be integrated to improve the quality of road services.
