台灣公共巨額工程之完工期限往往與國家建設、社會成本、及政治意向有著重大之影響。但目前國內公共工程之施工進度管控、工程品質執行成效與工安風險管理,均甚為不理想,關鍵工程之完工期程落後情況均十分嚴重(例如:液化天然氣第三接收站工程、機場第三航站工程、桃園市立圖書總館工程、桃園捷運綠線工程等等),工安事件更時有所聞,其所造成之損失與傷害,往往出乎原本預期之外。以台灣台灣中油公司液化天然氣工程處為例,最近幾年,因工程延宕,造成承包商之成本增加或利潤減少之情形,一直居高不下,工安事故亦層出不窮,但是事後改善績效卻十分有限,為何如此重要攸關國家民生的巨額工程,事前風險預期和實際執行面會產生如此大的差距呢?
因此,本研究擬以工程專案施工安全監督者(台灣中油公司液化天然氣工程處工安部門)的立場,針對影響工程專案四大構成面相(即進度、利潤、工安、品質)中之施工安全管理的角度來切入審視,在工程工安上面臨的問題,結合研究者本身資訊學識的背景,想導入系統化與模組化的做法,將傳統的工程管理方式,結合現代科技的理念,嘗試透過建置「施工安全風險管理系統-Construction Safety Risk Management System,CS-RMS 」之模式,協助公共工程打造一個更安全的工作環境,將工地安全管理方法能推展到新的境界,並期待建立大型工程的施工安全領域達制度化、系統化的標準,並能應用於類似公共工程專案中。
In Taiwan, the completion dates of public works projects are often related to national construction, social costs, and political intentions. However, at present, the control of construction progress, the effectiveness of project quality and the management of industrial safety risks of public projects in Taiwan are very unsatisfactory, and the completion schedule of key projects is seriously delayed (e.g., the LNG Third Receiving Station Project, the Airport Terminal 3 Project, the Taoyuan City Library Project, the Taoyuan MRT Green Line Project, etc.), and industrial safety incidents are heard from time to time. The losses and injuries caused are often beyond the original expectations. For example, in recent years, the cost increase or profit reduction of contractors due to project delays has been high, and there have been numerous industrial safety incidents, but the performance of improvement afterwards has been very limited.
Therefore, this study intends to take the position of the construction safety supervisor of the project (the engineering safety department of the Liquefied Natural Gas Engineering Division of Taiwan CPC) and examine the problems faced in construction safety from the perspective of construction safety management, which affects the four major components of the project (i.e., progress, profit, safety, and quality). By combining the traditional engineering management methods with modern technology, we try to build a "Construction Safety Risk Management System (CS-RMS)" model to help public works projects create a safer working environment, and take the site safety management methods to a new level, and look forward to We expect to establish an institutionalized and systematic standard in the field of construction safety for large projects and apply it to similar public works projects.
