要有效進行組織的綠色管理，應該要由組織內部將各部門依其資源運用任務，分為管理單位、操作單位。在組織運作的時候，由外而內，層層進行分析。藉由觀察各單位每一項資源運用活動的過程，進行系統分析，建立資源活動的綠色指標系統，提供組織管理人員做為綠色管理決策性的參考依據，並時時監測、控制系統運作，才能有效執行組織綠色管理。
