近年來，區塊鏈和人工智慧技術為許多學者研究的熱門話題，對於傳統金融產業也帶來面臨金融科技轉型的衝擊，而對於國際金融中心之影響，也面臨到需要與新興科技做結合並改變傳統服務模式的時刻。因此，本研究企圖探討之研究問題：「杜拜在爭取成為世界的金融中心，其做了什麼？」。在國際金融中心的排名一直被我們傳統所認知的紐約、倫敦佔據第一、二名，而在金融科技的出現，在金融科技的排名上，以科技產業為主的矽谷竟然緊追在後，因此本研究透過探索對於新興技術熱衷，並且預透過區塊鏈達成數字化轉型的杜拜，其在成為新金融中心典範之過程。
本研究首先回顧金融業近年來的轉型概況，並進一步介紹政府區塊鏈之影響與波特活動體系圖之文獻。再藉由次級資料的搜集，以本研究所提出之七元素架構為探針，結合個案研究(Case study)和紮根理論方法(Grounded theory approach)分析，找出選定個案金融中心的關鍵活動繪製出活動體系圖，歸納出三大核心元件，並透過市場過程之概念提出邁向世界頂級金融中心的過程圖。

In recent years, blockchain and artificial intelligence technology have been hot topics for many scholars, and the traditional financial industry has also brought about the impact of financial technology transformation. International financial centers are also faced with the need to integrate with emerging technologies and change traditional service models. Therefore, this study attempts to explore the research question: "What has Dubai done to become the financial center of the world?"
The ranking in the international financial center has always been the first and second in New York and London. After the emergence of financial technology, the ranking of Silicon Valley financial technology, which is dominated by the technology industry, has been closely followed. Therefore, this study explores the process of becoming a new financial center by exploring Dubai, which is keen on emerging technologies and is undergoing a digital transformation through blockchain.
The study first reviews the recent evolution of the financial industry and further introduces the literature. Through the collection of secondary data, using the seven-element structure proposed as a probe, combined with Case study and Grounded theory approach analysis. We identify the key activities of the case financial center and map out the activity system. The three core components are summarized and the process map of the world's top financial centers is proposed through the concept of market process.
