政府近來提倡節能減碳以因應全球氣候變遷問題,環保意識在營造建築業中亦逐年受重視,具有與環境共生概念的綠建築(Green Building)已蔚為主流風潮。在評估建築物對環境所造成的衝擊破壞上,需考慮整個生命週期才不失偏頗,根據內政部營建署歷年來之建照核發資料顯示,國內新建築約佔總體建築產業之3%,舊建築使用約佔97%,加上現有的綠建築相關規範和現有案例,仍偏重於新建的建築物,對於既有建築改善的部分較少著墨,在既有建築目前規範和案例中,以公有機關建築物佔大多數,因此公有機關既有建築物的改善,能增強對民眾的示範作用。
本研究將以國立中央大學總圖館作為案例探討,使綠建築改善具教育意義。在對該既有建築物的現況做診斷後,針對各個綠建築指標評分標準提出數個改善工程,以決策者預期達到的綠建築成效為基礎,利用最佳化方法,在現有可運用款項等限制條件下,找出最適改善的工程組合,以支援中央大學校方高層申請補助之決策。本研究所建構的求解模式,現階段可以作為公有機關既有建築改善之參考,對於決策者面臨年度結餘款和補助款申請之間的調度運用,提供一個明確的解決方案;將來俟民間既有建築改善的規範和補助法規成熟時,本研究之求解模式更可支援民間公司高層決策,使預算、工程、和生態三者達到最佳化之組合。
Earth''s climate structure is changing and reducing greenhouse gas is the most urgent issue in many countries. Green Building practices in building industry efficacious decreases greenhouse gas gradually and eliminates negative environmental impacts. There are 3 percent of new buildings and 97 percent of existing buildings in Taiwan. The most part of the application of green building assessment nowadays are for new building but are few of existing building renovation or are few of aged building reuse. A lot of cases are government institution and these cases can make a paragon to the common people and to business.
The case study in this research is National Central University library(NCU library), giving educational influence of sustainable development to in study student. The existing NCU library was diagnosed by EEWH assessment in this research and the several candidate works of each EEWH issue are suggested based on the decision of NCU chief financial officer. Optimization algorithm in this research is used to find the best combination of candidate works after outlays and laws are considered. The research model constructed in this research can provide a clear-cut solution to the sponsored project in government institution now and in business in the future.
